Digital Broadcasting Problematics in Indonesia

Simulcast broadcasting (broadcast simultaneously between analog and digital signals)is scheduled to begin in 2010 and ended in 2017, and after 2017 no more analog broadcasting in Indonesia (the analog cut-off). This time I want to share about the things that are being and will face the world ahead of the simulcast broadcasting next year.



The Government has set the standard DVB-T as the standard used for digital TV broadcasting in Indonesia with a concept that is still the same that is based on the channel UHF terrestrial and free-to-air. To be able to receive digital broadcasts, it needs an additional tool called STB (Set-Top-Box) aka decoder which is connected to a regular UHF antenna. Later, every television sold in this country has been able to catch the broadcast DVB-T set-top box without the help again.

Advantages broadcast DVB-T is quite clear, namely image quality and many additional features such as event schedules, weather info, etc.. Nevertheless, it is not easy to explain to the public if they are sooner or later have to prepare ourselves to adapt to this new technology. For most people, it could be better to compromise with analog broadcasts that are less good than the STB is not cheap to buy it. This is where we will assess whether this migration will be successful or not.

Currently broadcast trials are still ongoing in Greater Jakarta with transmitter sites in the region Joglo, West Jakarta. Two consortia that have been pocketed by permission of TVRI and KTDI already on the air with a small enough power, with good results. There have been complaints for users who receive DVB-T in mobile conditions, as well as a live behind fortress tall buildings. Later this obstacle would be overcome by the addition of gap filler (a small transmitter to fill the blank-spot) in some locations because of the principle of digital modulation SFN (Single Frequency Network) as the signal-owned cellular base stations.

Government's Concept of Digital Broadcasting

Ministry of Communications and Informatics currently drafting rules and business concepts to the concept of digital broadcasting (they call TVB-TT). In the concept of government, a concept of digital broadcasting will be divided into many sections are involved, namely:

  • content providers (such as PH)
  • broadcast program providers (TV stations)
  • organizers multiplexing
  • organizers of the transmission (which has a tower)


From the above concepts that appear later broadcast TV station can transmit via a third party, so that the third parties that focus on the affairs of the DVB-T and all permissions. With so many hope will emerge a new TV and on the other hand is expected to digital broadcasting is sufficient to use a tower together. Multiplexing itself means amalgamation, or merge several TV broadcasts in a single channel. This concept is based on the fact that for digital DVB-T modulation, one UHF channel can be filled up to 6 TV stations. Even the composition of this multiplex can be combined DVB-T broadcasts and access to data, or data communications.

The issues that need to be sought the solution

Migration to digital broadcasts beginning with this simulcast is something new that we will face together. For that surely will arise many problems that can find a solution. In my opinion, some of the problems that I catch are:

  • regulatory or legal broadcast DVB-T is still not accommodate the interests of many stakeholders (industry, community, etc.)

  • take long to realize the concept of multiplexing, considering the concept of TV broadcasts are now each have their own tower

  • constraints of the vast area of ​​Indonesia and geographical contours that are not easy, to the preparation of the appropriate broadcast coverage area newfangled 3D computer

  • Indonesian people are diverse in socioeconomic terms, will still need to study the readiness of society to new technology

  • in the affairs of the STB production by local industries (Polytron, etc.), they are at risk rivaled by importing contraband products are sold cheap

  • need for consolidation among agencies and researchers to support this migration, such as BPPT, academia and local industry

  • not easy to ask TV stations to remove the ownership of assets already owned all over Indonesia (land, buildings, analog transmitters, towers) including hundreds of human resources working on it.
